What were they unhappy about? It was advertised pretty widely that permits would be required and it shouldn't come as a surprise given Weyco and others started the trend before Rayonier.

With respect to fees, we have only ourselves to blame. Reckless use of private timber land was a big factor in the need to go to permits. It costs money to clean up after people that dump on private land, poach on private land, ruin logging equipment, cut down trees, etc.
