I'd give serious consideration to a few select items:

Plug-cut or whole herring trolled behind a diver.

The aforementioned herring trolled behind a lead ball on a sinker-slide with a dropper.

A herring or sardine-wrapped Kwikfish/Flatfish trolled behind a lead ball w/ dropper.

A thin spoon or large spinner trolled off a downrigger.

A hoochie/flasher combo trolled off a downrigger.

I'm not familiar with the bay there at Waldport, but I'm guessing the water to be about 40-60 feet. In that case you'll want to target the top 25 ft or so for Nooks and Coho until the sun is fully on the water, and then fish the bottom 10 ft. for Nookies and the middle 20-30 ft. for silvers, although these aren't hard and fast rules.
