HCOhen, I do not know the river well, but you may want to check around the Santiam Rivers just south of Salem. The Siletz also has some decent bank fishing, I wish I could tell you more info on where on these two rivers, but I have only fished both from a drift boat. Just find a local bait shop or tackle shop and ask them, I am sure they would be more than glad to give you some good advice, and probably even directions to locations with good access.
