Sounds like the non-Indian fisheries regularly exceed 50% on a few stocks, and it would require a significant change in style/location of fishing to avoid that type of allocation. Curious that the letter doesn't address the supposed misallocation in the tribes' favor on other stocks, but perhaps it is not as relevant to the point they are making.

It sounds like if there is no agreement, it would be virtually impossible for a non-tribal fishery to get necessary federal approval in time, and questionable whether tribal fisheries could get necessary federal approval in time.
