If your on the bank, I suggest casting out as far as possible upstream at a 45 deg. Get your spoon down and moving slowly across the bottom, vary retrieve speeds. Use the least amount of weight as possible, the spoon needs to flutter naturally in the current.

When your in a boat, I get 80% of my silvers heading downriver. Position your boat far above holding water. The downriver trolling will keep that d'nite fluttering just above the bottom, thats what them silvers like. Troll just fast enough downstream through holding water to make your boat go just a hair quicker then the current. Remember on some tides the river will be actually flowing in reverse, so check your tides before you go. Use maybe 1 or 2 split shot about 5 ft. up line from your d'nite. I like to use the copper/brass d'nites on sunny days, or chrome/red on overcast days.

I hope this helps.
