Opportunity is the metric that has always been used to measure recreational fishering and hunting. They are not considered as subsistence; the goal is participation.

Like I said, all the surveys I have seen about hunting and fishing always places catching/killing way down the list. Are all of them lying on the surveys??

A commercial season is, in fact, a business. They exist to actually put dead fish in the boat so they would not support "opportunity". Yet, on a number of occasions netters approached WDF requesting extra days because storms kept them off the water. Except for those who went out and caught fish.
