You have to realize that Law Enforcement was the main "gate keeper" in all this for the past 30+ years. We know for a fact that Oregon CPS and the state of Oregon has known about this guy since at least 1984, and has had to consciously and actively covet and withhold information to keep this guys secret hidden, which means that the state of Washington was involved as well.
