JG, If you're after chums I'd start hitting the Skagit between the forks and Mt Vernon and on up to 'Wooley. Otherwise, chums do like a herring in the saltwater. Read your sounder and put the gear where the fish are marking -I've found that 60'-80' has been a productive depth. Troll a little slower than you would for blackmouth, about a 20-30 degree angle on the downrigger wire.
