I'm not a lawyer by any means, but I do know where the uneven split of the allowed bycatch of listed stocks is coming from. It's part of Dept. of Interior secretarial order No.3206. In short it says cutbacks for conservation measures must be applied to non-treaty activities first, then only when these measures are shown to not be enough the tribes can be cut. I used to have the text of order No. 3206, if I can dig it up I will post a link to it.
