Talking the late summer Chinook dip at the bar in Willapa that gillnetters had up to the airport. Willapa R water stays good until after August.

Much as I love to defend WDFW, if they forecast a return of fish, didn't offer any fishing, and showed showed up they'd be crucified (at least online). Their numbers may be suspect, but its what they have and what they need to use. A little monitoring would help.
And, if nothing comes back was that wasted money to feed SRKWs?

I fished the river on Saturday, Upper river, Mid river, and Lower river, not even a bite. Fish good eggs with tuna soaked overnight and coon shrimp under a float. I fished good holes that would hold a springer if one existed. If the fish were not imprinted to the water before release hard telling where they returned. I fish beside other fishermen and talked to several others that had the same results, Notta.

They were reared at Forks Creek; that's where they are imprinted to and will head for if they exist.

Salmo g askes the correct question. Are there any springer adults at the hatchery?
If not, WDFW is likely estimating based on expected survival, rather than actual returns. And if they don't need any adults for future broodstock, all returning adults would be considered excess.

They collected a total of 5 adults and 2 Jack's last year. Nothing yet this year. There have been 0 CWT recoveries in fisheries or escapement from the ~100k release group in 2019 of 2018 brood. Seeing few 3yr CWT recoveries from spring Chinook is common. But there is usually a few...... Don't get your hopes up for a bonanza.
