The computer has made it feasible for the government to spy on everybody all the time.

And Dumbya is claiming he has the authority, as CIC, to do anything he wants to do to anyone he considers a threat.

Taken together (Dumbya + modern tech), the threat to our personal liberties is greater than at any time in our history.

Actually the threat is smaller. The gov't is under a much tighter microscope today than at any point in our history - instant communication, video, internet, etc help us today where in the past, real abuses could be held in secret much easier... But keep the fear alive if it helps your party
