The people live in fecis and vomit encrusted clothing, they stink, they live like rats and they have zero self respect. How are people like this supposed to respect a resource like anadromous fish? And how is the WDFW supposed to manage a fishery with such a partner? Partnerships are only as stong as the weakest link, and a divorce in this case seems untangable. So I say it the way it is, like it or not.
