Most guys aren't going to be willing to share in depth reports with strangers over the internet. Either make your own report by going fishing or make some freinds and other contacts that are "in the know" and can give you a heads up when things get rollin...Later

This is good advice! Make friends and ask them, but (as had been said before) in the case of this river: If your report wasn't being typed from a boat on the river it will be old news by the time it's read.
If you know anything about this zone then you know it goes up and down very quickly. It WILL NOT be in the same shape as the report says by the time you drive over from Seattle.
The link to the gauge was posted above. If you don't know how cfs relates to "boards" and how "boards" relate to boatability or fishability, then you either need to find out by going there, counting boards (thanks to whoever just repainted them), comparing what you see to what's on the gauge, OR go hire a guide who can tell you (but they probably won't hold yer hand and tell you which rock to cast behind on-line because that is bad for business).
As for the report: The water condition (or lack thereof) isn't the problem. Yes, fishing has been slow. Some caught fish, some didn't. Mostly the Quill's caught the fish... Yeah, the NATIVE COHO that "we" can't keep. Single barbless in the whole Quill Zone, and they were "knockin' 'em over" (as they say) downstream.
