Now this is good! I 1053 not only requires the legislature to have 2/3 majority to raise taxes but something so sinister that has many horrified. THEY CAN NOT RAISE FEES WITH OUT A VOTE EITHER.

i don't know the date the law takes effect but it will not be for a month or two. so i see a lot of fee going up real soon
