Dude. Fair point. I'm one of these schmucks that follow the rules and figure I might get checked. It never occurred to me that it may be jokers that are stealing & poaching outright. But I bet you are right. I'd always figured it was dirt bags that actually set out pots but then ran around pulling pots of other people.

Call 1-800-477-6224 with description and boat numbers if you can. It would be great to have video from the phone as well. I did some marine enforcement as a reserve deputy sheriff after my millitary service.
