Would someone be willing to explain or help point to resources that explain the specifics of halibut migration and life cycle in the Salish Sea and the Ocean? I've done a bit of searching around on the internet but the stuff I've found is general. In particular I'm interested in why and when they come to the Eastern Strait of Juan de Fuca and even Puget Sound. Do they all migrate every year? If not what causes them to? Do they spawn in particular areas? Is Canadian fishing better (assuming that it is?) simply because of less pressure or are there other factors? And so on...

You can extract the breakdown of the US halibut fisheries in this link to the Federal Register:

The Canadian fishery rec'd about 6.8 million lbs for 2019. Of that, 15% goes to the sport fleet. Their sport quota is about 1 million lbs which is more than the total 2A sport fleet allotment. The Canadians historically have had longer seasons, but they haven't had the numbers of anglers. They tightened their field possession regulations this year to allow for two fish under about 32" or one fish over 32" and under about 45" (I think).
