Salmon? Oh, yeah. Folks were remembering the funny moment when Obama got laughs from the lawmakers for saying this:

"We live and do business in the Information Age, but the last major reorganization of the government happened in the age of black-and-white TV. There are 12 different agencies that deal with exports. There are at least five different agencies that deal with housing policy. Then there's my favorite example: The Interior Department is in charge of salmon while they're in fresh water, but the Commerce Department handles them when they're in saltwater. I hear it gets even more complicated once they're smoked."

He's right about too many people regulating our fish. That's gotta cause some of the problems we have with wild stock management. but other than that i have a hard time listening to anybody that hasnt killed something they ate.

If he really knew what he was talking about he would have thrown in a third federal Department,,, the State Department... for when the salmon swim on one side or the other of the invisible line between the U.S. and Canada... either around here or AK. You know, the international treaties, harvest plans and little stuff like that.

If you liked Bush's salmon plan, then you should love Obams's plan.

Here's what the experts told Obama needed to be done in order to recover CR salmon.

I. Establish an extension of the White House to
lead and coordinate all the salmon recovery
actions of the federal agencies. Immediately
review the status of the current lawsuit and
seek a stay if necessary.

II. Consolidate Endangered Species Act responsibilities
for all salmon species within the U.S. Fish and
Wildlife Service.

III. Move implementation of the recovery and
mitigation programs from the Bonneville Power
Administration to the U.S. Fish and Wildlife
Service, with the requirement that Bonneville
continue to fund the program.

IV. Immediately initiate audits and oversight of the
Northwest Power and Conservation Council
(NPCC) and Bonneville Power Administration to
ensure compliance with the Northwest Power and
Conservation Act and court decisions.

V. Direct federal agencies to include the impacts of
climate change and population growth in the
Biological Opinion and the Columbia River
recovery plans.

VI. Issue an Executive Order directing all agencies
to foster and protect independent science and
scientists contributing to the implementation of
federal programs.

VII. Support a congressional request for the National
Academy of Sciences to complete a credible,
exhaustive study of the economic benefits and costs
of removing the four Lower Snake River dams with
a full discussion of economic actions to assure
regional stakeholders
.
VIII. Task the White House Council on Environmental
Quality to develop and implement a federal water
management-salmon recovery plan for the
Columbia Basin.

Obama's Salmon Joke Is Serious Business
In Washington even a light-hearted joke has serious ramifications.

Days after President Obama made a quip about salmon in the State of the Union address, Alaska Democrat Mark Begich sent some of his state’s smoked salmon to the White House – along with a letter with a serious message.

On Tuesday night in his address to Congress, President Obama joked about salmon as part of his call for a more efficient government.

“The Interior Department is in charge of salmon while they're in fresh water, but the Commerce Department handles them in when they're in saltwater. I hear it gets even more complicated once they're smoked,” quipped Obama.

That line made Begich’s ears perk up – and his constituents’, too...

Fishing for a laugh, Obama missed the mark on salmon


No one can blame President Barack Obama for trying to add a little levity to his State of the Union address, which, by most accounts, was short of compelling or inspirational. ....

The joke triggered more groans than laughs, especially from people immersed in the incredibly difficult task of bringing imperiled salmon stocks back from the brink of extinction.


If the truth be known, the National Marine Fisheries Service, which is part of the Department of Commerce’s National Oceanic and Atmospheric Administration and also known as NOAA Fisheries, is the primary agency responsible for salmon when they are in the ocean or in their native rivers and streams.


The Fish and Wildlife Service, which is an agency within the Interior Department, does have authority over a wide variety of endangered and threatened species under the federal Endangered Species Act, but not salmon – that’s NOAA Fisheries’ responsibility.


That’s not to say there aren’t a vast array of players in the world of salmon management and salmon recovery......

So you missed the part where we said the Obama Salmon Plan was a rubber stamp of the Bush Plan?
