Speakers from the Washington Department of Fish and Wildlife and Stillaguamish Tribe will address the enforcement process, results from enforcement and the impact of poaching in the Stillaguamish. Participants will be invited to discuss ways to reduce poaching locally.

I'd suggest something along the lines of state-sponsored nooses located about every 400 yards of riverbank

An interesting subject ... wish it would go away as it forces regs upon those try to play by the rules!
