The Freedom Caucus (Conservatives) headed up by Jim Jordan R-Ohio is in complete control of the process. McCarthy needed 28 of their 40 votes and that simply wasn't going to happen!
I like getting rid of some rhinos, but it's a numbers game ad we need a few.
