Even drunks who disarm and steal a cop's tazer and run off probably don't merit the lethal force of being shot in the back, regardless of the race of the drunk. It's not like he was going to run off very far, with his car still sitting in the Wendy's drive thru lane. Call for back up, cuff him, and haul him to the drunk tank.

I'd cut the cops a bit of slack tho. It is never good strategy to assault or attempt to assault people armed with guns. Especially cops, since cops are always armed with guns. Assaulting armed people is basically asking to get shot.
