To bad enforcement wouldn't just look the other way when recs are just competing w/ tribal fisheries during legitimate harvest opportunities. I still think if recs were directly competing and enforcement would let it happen, tribes would be more willing to negotiate in good faith. Currently they have the best of all worlds. I think it's there ultimate goal to eliminate all recreation and hoard it all for themselves.
