Here's my guess, distilled from years with WDFW and the state. The Governor, who as AG was not all that thrilled with transparency, will allow the Commissioners in question to leave at the end of their terms. He might try to get the one with a couple years left to resign, but I wouldn't bet that way.

He'll probably hope the Federal Court case, however it goes or even if it goes, will be sufficient legal review to spare him having to directly act.
