I know it's off the beaten path, but Stan Schlegel in Walla Walla is the kind of guy you're looking for. He builds custom rods, and does repairs (reels also). He repaired a broken Berkeley Graphite for me and replaced a tip ($12). He does quality work, as you would expect of a custom rod builder. He might even know someone in your area.
