hi... not sure what you mean about "lower drift" but it's tribal only from the bridge off 101 to the mouth. Thats just upriver from where the Queets and Clearwater merge. I fish it with an Indian friend and have gotten into some fish. I wondered why they didnt' give regs but always figured it was because of the tribal issue. I can recommend a good guide if you want one.
