Hey granpa, any purse seiners leaving Seattle or Everett were full of white guys. If you actually read what is out there, the annual tribal chum regulation doesn't allow for purse seines and hasn't for a really long time.

Marine drift gillnets (Minimum stretched mesh 5" inches in all areas. Length as specified in Tribal Ordinances).

Hand pull beach seines (no mechanical retrieval permitted), in Areas 12, 12A, 12B only (165 fms. max. length. 100 mesh max. depth. 4.5" inches max. mesh size. Max. lead 50 fms. Multifilament net only)

Hand held gear (Hook-and-line, dipnets, snaglines, gaffs) as specified in Tribal Ordinances."

Set net and drift nets are typically from skiffs or front loaders, so any purse seiner you see is a non tribal boat. Hood Canal fall chum is the only commercial nontribal fishery left in Puget Sound.
