Again, Who was supposed to do what? And on what legal grounds were they supposed to do it?


It appears that some think that this govt. is supposed to act according to their wishes and perfectly everytime. The govt. consists of millions of people and across every state and there are conflicting rules, regulations and procedures that effect every event. I doubt very few people "within govt." set out to do harm.
