Well, if the native tribes of the area ever make a case of the "Foregone Conclusion" rules and the court sides with them --and they take advantage of the harvest opportunity, then maybe catch & release fishermen should report a "catch" when neccessary and able even though they released their wild fish! O.K. it's not right to lie, just an idea..... Defense that is. Hopefully they will never be able to take advantage of such instances. There are too many variables.
