There's been a couple of threads on another board pertaining to this. In Oregon (which I would think would be similar to Washington) there are NO salvage rights to a sunk vessel in a river or lake. Removal can be done for navigational safety reasons, but removing the boat for personal gain, or any contents, constitutes theft.
