I'm not sure what the regs are myself but a number of years back a friend dumped his boat on the Klickitat. Unable to get it out that same weekend he came back the following weekend to salvage it and found that it was gone. On further investigation he learned that a local guide had pulled it out. As I recall, he met with the guide and offered to pay him a fee for having removed the boat but the guide refused compensation for removal and/or the return of the boat. Before returning home though, he stopped by the sheriffs office and as he tells it they all ended up down at the guides house again where the boat was promptly loaded onto my buddys trailer. Apparently very few words were spoken at that time and with the sheriff in attendance the guide did not object to the surrender of property, nor did he insist on payment for salvage either, to my friends surprise. But understandably, floating the Klick has never been quite the same for him since.
