I would like to fish the tidal part of a rivers mouth next Monday for a saltwater species of fish (andromedus). I have a saltwater license and punchcard. Question is, do I have to purchase a fresh water license? Have asked several fishermen and have received conflicting replies. The Reg's do not seem to be very clear on this issue.
