Sorry to be the bearer of bad news. Such an initiative under state law would have absolutely no effects on treaty tribe fishing. That is federally protected, and WA State is powerless to stop it. So treaty tribal nets in the rivers would continue as long as tribes have a reason to net fish.

This proposal is just a plan to "retire" the non-treaty commercial salmon fishery that is mostly becomming a bad fit economically, socially, and conservation wise.
