That's how I read it too, but it even goes beyond keeping no more than 15 clams in one container, you are not supposed to dig clams for someone else unless they have a disability - read bullet 4 under Razor Clams on Page 124 of the regs. Then read the license qualifications for persons with disabilities on Page 11. I don't think every 4 to 6 year old automatically qualifies You were damn lucky you didn't have to buy those clams at $100 a piece
