My view is that hatchery fish retention SHOULD be allowed at all times, PROVIDING that ALL hatchery fish are marked.
As far as enforcement goes.......since when is it a concern that enforcement be easy??? You mean a warden might have to actually look to see if the dead fish has a fin clip?
