T O A B, Those are the rules that apply to ocean fishing.... I got my info directly from the ODFW website under "News Releases". Then i checked the permanent regs posted in the "Columbia Zone" and it states that you can retain two Chinook or Steelhead in a day. I also checked the section "Changes to 2004 " regulations.... Nada \:\)
A buddy even called ODFW and asked ..they said they haven't heard anything bout that.
