What is the biggest issue here that divides sport fishermen? Is it because the tribal netting will continue? Is it because there are healthy runs in some river systems and blindly closing isn't the answer to solving the problem?

I'm asking because I've seen the head-butting going on for quite some time and just want to better understand. Both sides I've mentioned above have valid points, I'm just not sure what the right answer is. I surely don't think it's right to continue to net, nor do I agree with blindly setting restrictions.
