I would do exactly as Charr instructed, but would start with both the splatterback hootchy AND the white glow hootchy. I have found some days they like one, other days its the other. After working Duwamish head (and to the West along the beach), I would scoot North to 4 mile rock, then West Point, then finally Meadow Point (if it comes to that). This year I've hit most my fish deep...55, 65, 80, 90, but in years past shallow did the trick also.

Oh ya...I haven't fished Duwamish for silvers yet this year, but have had success at West Point, Meadow Point and Edmonds. According to my log, last year I hit 3 silvers at Duwamish and 1 at 4-mile on Sept 13, so your timing should be okay.

I'll be out Sunday so if you make it out a report would be greatly appreciated.
