Pmartin - In hindsight I can see where it looks like Clinton did nothing about the attacks on American interests during his tenure. However, he did as much as he could considering the flak he received from the GOP and public. It was a completely different mindset prior to 9/11 in both parties. After the Mogadishu incident, the American public, nor the opposing party, would have allowed either Clinton or Bush to invade Afganistan prior to 9/11.
As far as Bush appearing before the commisson, I think it's a mistake for him to do so with Cheney holding his hand. From the beginning many have perceived Bush as just being a Cheney puppet (just like Hillary and Bill), and this would be a great opportunity to vanquish that perception. Many have said that Bush has great courage and cajones - this is a perfect opportunity for him to throw his cajones on the table and plead his case if he's got the courage to do so on his own.
