I hate to think our president would commit this nation to war, killing thousands of people and expending billions of dollars over one old artillery shell.

And if it was smuggled into the country after the war started than it doesn't apply; all treaties are null and void in the advent of war. (That's why we should declare war on the Native Americans to fix the Boldt Decision )
