Ok, with all the cop bashing from Irie, B-Run and Stam, I felt it was my turn.

Pre 04/20/1999 (Columbine) Police were trained across the country to secure a scene and wait for SWAT when there was an armed and barricaded suspect. The armed/barricaded suspect has a huge tactical advantage, so patrol officers were expected to wait for the boys with the big guns.

Post Columbine training and expectations have changed. If there is an "active shooter" situation, police depts across the country are training and implementing entry teams to address the shooter, expecting to take casualities.

With the time frame that parker lists, it looks like that's what was done here. Every year there are multiple examples of police across the country confronting an armed suspect and not "hiding behind a tree." I could list several examples from Seattle alone from the last couple years. Anyone remember the capitol hill shootings from 03/06, how about Broadway that same year.
