Article 57(2) of Protocol 1 obliges parties to "refrain from deciding to launch any attack which may be expected to cause incidental loss of life, injury to civilians, damage to civilian objects, or a combination thereof which would be excessive in relation to the concrete and direct military advantage anticipated."

Collective punishments are expressly prohibited by Article 75(2)(d) of Protocol I and Article 4(2)(b) of Protocol II. They violate the principle of personal responsibility.
