The title of the thread is oxymoronic and reading the article just leaves me asking questions-

50 officers only wrote ten violations for snagging?

50 officers only found nine people over limit?

50 officers only wrote 46 citations?

Obviously they weren't there very long, weren't working very hard or there is a huge difference between how I interpret the regulations and what is acceptable to law enforcement. Last time I checked the regs are written in english, right?
