A charter skipper I know in Wrangell told me that since catch shares in the Alaska halibut fishery started, many commercial fishermen now fish areas closer to port that previously were mostly fished by sport fishermen.

His opinion was that this impacted the sport fishery in that the number of halibut in these closer to port areas were reduced by the added pressure.

While there seem to be merits in commercial shares, this may be an unexpected downside for charter and sport fishing activity that also contributes economically to a region.
