KK, since there was no steroid policy and neither MLB or the MLBPA was interested in having a steroid policy at that time, their really isn't much that can be done about the rampant use of steroids during the 80's and 90's. Unfortunately,since steroids are an illegal drug their use cannot be handled any differently then anyone else's drug problem. MLB never tested Howe, Godden, or others for drugs either. They were caught by authorities and then dealt with by MLB.

It is what it is, the 90's will be known as the Steroids Era. Maybe the best thing to do is just put in a wing for the steroid users at the Hall of Fame.
