You know what's even more interesting and lacking in the science with the system....

They close all the netters out of Tounge Point, Deep River, Blind Slough, etc because they were catching surplus black jaws (upriver fish) in those areas....

Ever wonder how many of these "upriver" fish travel up the willamette a ways before they turn around and head back out to the Big C and work their way upriver?

Ever look at the recent pictures of the fish taken from the willy? I've seen multiple pictures as of recent that are black jaws taken as high as Oregon City..............

I know the summer steelhead that travel up the Columbia will take turns into tribs due to the cooler water and hang for a while, I've caught a ton of "upper columbia" wild fish right during their peak migration in the lower Lewis River but never catch those same wild fish in the mid or upper river.....

Things that make you go hmmmmmmmmmmmmm.....
