I fish Roosevelt the last week of July every year. The water temps are usually 70-74deg,so the trout fishing isn't real good. I would target Walleye and Smallmouth Bass. The good thing is they both like rocky points and gravel bottoms,so if you find one you'll probably find both. I like Worm trolls for locating fish then jigs once I find em'. I like chartruese or fire tiger for the worm trolls and chartruese or white for the walleye jigs. Smallies like browns or greens and sometimes smoke or perch for the jigs.
