Maybe do away with the testing program if after all these years there is no indication that it affects air quality in any way. Since all cars pollute, just charge everyone some nominal fee that goes into an account dedicated to improving air quality. And then monitor whatever actions that account funds to verify that it actually improved air quality, rather than having as its only accomplishment being that the money was spent.
