River, I see that its only clipped Kings but my exp is there just isnt a bunch of clipped Kings there. And to say you can keep 2? So that puts WAY more pressure on the wild Kings that cant just be yarded in like a Steely.

Is it so wrong to think IF we get some "extra" fish why not error towards a few too many getting to the gravel or the hatchery?

Its like you've been in debt for years and FINALLY get a few extra $ and you have to spend it before you see the check.

Doesn't make sense to me.
