The way I read it is that the gillnets would be phased out of the mainstem and moved to the off channel areas which were also called SAFE areas. The problem with gillnets use in the SAFE areas are that ESA listed also swim through those areas and was reported to the commission by WDFW staff that an unusual amount of ESA listed were caught AND KILLED several years back.
Also, when gill net test fisheries were being done in the 1990’s there was up to 11 not targeted fish being caught per targeted fish.

THERE IS NO PLACE IN THE COLUMBIA RIVER WHERE GILL NETS SHOULD BE ACCEPTIABLE INCLUDING:

MAINSTEM OR OFF CHANNEL----- PERIOD.
