Can't find the article but I recently read that Soundwatch is PO'd because they've reported hundreds of boater violations yet law enforcement refuses to write citations.


The problem is that there is this legal issue in Washington called "misdemeanor presence." This means that the officer has to see this event occur in their presence. Only in specific certain cases can an officer of the law issue a ticket for an infraction or misdemeanor when the event does not take place in their presence.
