I tie my own now exclusively but i gotta give Twitch mad props... That dude can tie "anything" and make it look good...
As far as commercial stuff goes, First Bite Jigs would be number 1 for Schlappen jigs. Kramer Tackle is probably the best when it comes to "fishy" jigs while incorporating rubber leg materials. The rubber legs definitely give another added action that has proven to be to much for fish on more than a few occasions for me. Finally Bee Lee jigs are/were good when he was selling em around 2.00. The only thing i didn't particularly like about his is that i feel he uses one to few schlappen feathers when palmering and they don't have the truly big "buggy" action that i look for in a Winter steelhead jig.
The most important thing IMO is using top quality components... Matzuo, Owner or Mustard hooks, Kevlar thread/W head cement, Vinyl paint or brass beads and good feathers from companies like Hareline Dubbin. If you start with good materials, like anything, the end result is usually better... Now i pretty much run brass beads from First Bite. I like the sleek look of them and the fish don't care if its painted or not IMO. They don't scratch and will look good for the lifetime of the jig.
